Hi,

What would you recommend as the best graphics card for TV-OUT to TV and with good 3D performance as well, I think maybe a all-in-one wonder?

I've tried both nVidia and ATI based cards, and I prefer the ATI's TV-out. It kind of depends on what you need it for, playing HDTV requires a beefier card. But for standard TV, an ATI 9550 is just fine.
