Its a utility that runs a command after x milliseconds.
"DelayedStart 3500 c:\windows\notepad.exe" would run notepad after 3.5 seconds.
So is it used in GB-PVR or is it just a provided utility?
Its used when coming out of standby/hibernate, when using VMR9 FSE renderer, to restart the application.
