In the latest 1.5.31 beta of NPVR, when I'm in the TV Guide grid and press the Rev button, it does not scroll back a screen at a time. The FF button still goes forward a screen at a time, and the left arrow still goes back one time-block at a time.
Ctrl-R seems work, so I am guessing you mean on an NMT?

You mentioned an NMT. Does it work for you on the PC with Ctrl-R?
It DOES work on the PC with Ctrl-R. It just doesn't work on the NMT with the Rev button.
