I am currently using 3 x HDHRs. The list of devices in NPVR lists these devices as ATSC, QAM, and as HDHR Primes. I am only using them as ATSC. I have tried deleting the extra devices in NPVR, but they keep coming back and when they do they are enabled. Is there any way to permanently get rid of the extra tuners.

no, it should always list all the devices it detects. However you should be able to just disable the unused devices. In any case, whether enabled or not, if they have no enabled channels then they'll never be used for anything.

Yes they are always detected. You should do a device setup in NPVR and disable the device that you wish.
