So might these be supportable under NextPVR? Especially for those of us with "dumb" tvs.

It sounds very much like the UK Freeview IPTV. Freeview HD TVs and STBs have an Ethernet port for catch up TV like BBC iPlayer and later models are supposed to support IPTV. The IPTV channels appear in the normal EPG but when selected using MHEG the data comes from the Internet source. Lots of complaints on forums from people whose recent new TV or STB wont pick up the any IPTV channels or only some.
