Looks like I have a corrupt file, when installing weather plug in I get

GBPVR is installed at: D:\Program Files\devnz\gbpvr
Stopping recording service...
Execute: net stop "GB-PVR Recording Service"
Service stopped
Exited GBPVRTray.exe
Output folder: D:\Program Files\devnz\gbpvr
Can't write: D:\Program Files\devnz\gbpvr\CommonGBPVRUtilities.dll

Can someone post a clean copy of this file I'd like to try replacing it before I try reinstalling.

I think you just need to try to reinstall. Sometimes you get this because the dllis still in use so it can not be overwritten by the install process.

Shoot, is there a way to save the way it's configed and the scheduled recordings so I don't have to set everything back up?

Resinatlling the plug-in will not effect your configfured recordings or the way GBPVR is configured. Both will be left unchganged. The only thing you need to take note of is that the recording service needs to be stopped during installation so that the DLL can be repalced. So, make sure that you are not recording anythign before installing.

The plug in isn't installed right now, it won't install because of the bad CommonGBPVRUtilities.dll file. I'm assuming I need to re-install gb-pvr to fix the CommonGBPVRUtilities.dll file.

No, you do not need to (and should not) reinstall GBPVR. The commongbpvrutilities.dll, despite its name, is not a part of the core GBPVR app. it is a seperate library distributed as a part of some plug-ins. You just need to reinstall the weather plug-in.
