First of all, I apologise if I misled you from your original post; I misunderstood what you were asking. I would follow Sub's advice and investigate alternate decoders if I were you...
Also, from the quote above it is unclear if you have an LCD monitor...? If so, you may want to try deinterlacing (if possible with your card / decoder) and seeing if that improves. LCDs don't interlace or scan like CRTs do.
