I just reinstalled XP and now I have no MPEG decoders listed in GB-PVR. I believe I was using CyberLink Video/SP Decoder before, and I assumed the decoder installed along with the drivers for the card, but I guess not. Where can I get the decoder? I have the ATI 550 Elite card.

I guess something like powercinema came with your card, there should be a mpeg-decoder in there.
AMD Athlon 64 3000, HDD: 80, 120, 200 GB, Hauppauge 350 + 150, MVP, Asus 6000L Laptop client, Asus X50sl client,

Is there anyway to get the decoder separately? I don't have the CD that came with Powercinema with me right now.

Thats not a video decoder, but splitter. I think you meant http://inmatrix.osnn.net/osmpegviddec.1.0.0.3_nt.exe. I've not tried this decoder with GB-PVR though.

Another freeware one is http://sourceforge.net/projects/gplmpgdec
