I used ChrisTweak for a while to disable the noise filtering, and it worked very well. However I don't need it these days because ATI released their TV Control Panel utility for free which does the same thing.

I considered using it but having to pay for those features detered me. The Hauppauge tweak tool works well enough. Also, once you learn the proper way to setup your HTPC you wont need such tools.

Ive been looking for this sort of thing, the Hauppauge one is free however doesnt seem to work with the USB2 PVR.

It does seem wierd you need to pay for such things which do need "setting" up for your signal.
