Might I suggest a work around for the time being?
In my dealings with multiple tuner setups, I found the best way to avoid recording errors (e.g. cut off endings, etc) was to use software that will sync your PC clock to Atomic Time. It seems that the broadcast stations also use Atomic Time because I found my recordings were near perfect when I did this. I was able to remove all padding from my scheduled recordings and haven't had a problem since.
There are several applications out there that will monitor and update your PC clock for you. Unfortunately, the app I use doesn't seem to be available anymore so I can't responsibly recommend any of the others that show up in my google search. You'll have to try them out and pick the one that's best for your needs. Good luck!
EDIT: Here is the installer file for Atomic Clock, the software I use to keep my PC clock sync'd. It was originally posted by this website but for some odd reason they've decided to push the built-in windows feature instead.
