I know you said the PCI slots were taken up, I assume you don't have a PCI express slot (x1) free?

If you did, the HVR2200 would be a good option, twin tuners for analog & DVB-T (although if you want to record 2 x analog, you need the extra set of analog in cables)

Just to add a last comment to this, I'm pretty sure there was a discussion here some time in the last 6 months or so where someone else was looking for a hardware encoding USB device. The consensus was then (and clearly is now) that the one and only such device is the HVR1900/1950. I think the Hauppauge HD-PVR would also work, it does have SVideo and Composite inputs, but it's even more expensive and overkill than the HVR1900 (and then you get h.264 recordings instead of MPEG-2, which may or may not be to your liking).
