Wiki: Plugin Compatability

I was just looking at the Plugins on the Wiki and noticed a few that I have running on 1.2.13 that weren't confirmed as compatilbe, then I notice for the first time this message:

1.2.13 (Current version)
The following plugins are marked as compatible with GB-PVR version 1.2.13. To add any plugin here, just add “[[!GBPVR_v1_2_13]]” to the plugin’s page.

Does that mean anyone can mark a plugin as compatible or do you still need a wiki user and password?
