OK, got it. As I continued to think about this after posting (wrong order, I know; think first, then post) I got to the second part, and it is as I thought. So, the weather plug-in is looking for ctrl-B and just handles it on its own, rather than checking with NPVR to see what a keypress means and then acting upon the interpretation is gets from NPVR.
Where I'm going is to change the MCE remote registry to have the blue and yellow buttons send ctrl-B and ctrl-Y, which NPVR should ignore (more or less, ctrl-B = alt-B = ignore) but the weather plug-in should respond as if a keypress was entered.
