No tuner available

Would this happen if i had 2 usb nova-s cards plugged into a laptop or are they never going to work together (i asked in another post but you never chimed in to say it will or wont work)

It's nothing new to 2.3.6. This combination has always been a problem. Here is some posts about it going back to the first nextpvr release (1.5):

This problem wouldn't affect two of the same device. The problem was only happening because you had two very closely related but-different devices.

Can you confirm if 2 usb nova-s cards should be able to work together at the same time with Nextpvr
or do the drivers of these cards not allow it.

I dont have two Nova-S devices. I'm not sure if the drivers support it or not.
