So I am attempting to use the plugin called TVlistings and it states:

Default Data directory.

The location of the data directory depends on the version of Windows you are running:

Windows Vista, 7, Server 2008: C:\Users\Public\NPVR

Am I to assume there is no folder called "Data" but rather all the data goes into the NPVR folder?

You are right that there is no folder called "Data". There are sub-folders in the NPVR folder so you need to be careful. For example, plugins go in the "Plugins" sub-folder.
