NEWA .net write access error

On a system newly upgraded to Windows 10, I'm getting the following when accessing localhost:8866 using npvr 3.4.8:

Server Error in '/' Application.

The current identity (NT AUTHORITY\SYSTEM) does not have write access to 'C:\Windows\Microsoft.NET\Framework\v4.0.30319\Temporary ASP.NET Files'.

i did, but this is a Windows 10 device. those utilities only work for Windows 8 and below.

I have always had to run the service under a local admin account....move it to a local admin account instead of the system account
