It's not a big deal to me, just a little curious as to why.

Like I wrote that is the Microsoft default but it is also the easiest way to to enable sharing without needing share names. Sub's default example in config.xml comes from an earlier era pre-Vista and UAC where you had to share NPVR to the specific folder and some people still use that syntax.

Special is probably the wrong term but yes that is one way. Since you are using public folder sharing don't bother.
