I'm pretty sure that nobody can because none (in the UK) are legit … it's not likely that any service that offers BBC channels is operating legally.

It depends what you are looking for! I have a Kodi app called Matrix IPTV which provides a subset of Freeview channels plus loads of foreign English and other language channels. The reason I use it is because I have a TV without easy access to an aerial so can watch the main channels including my BBC regional news via Wi-Fi. Underneath its called Arqiva TV and you cannot get more legitimate than that as they run most of the terrestrial infrastructure.

Arqiva may be the broadcasting "go to" in the UK for transmission network and is a perfectly legitimate company however I would be very surprised if the Kodi Matrix App is re-transmitting their services legitimately. There is no mention of any such alliance on Arqiva's website regarding IPTV.
Users of the Kodi Matrix app are also warned on many Kodi App review sites to use a VPN to prevent tracing. Another sign that the program is just another gateway into the illegal IPTV sector.
