The current and supported version is 8.2.3 but this depends on the Kodi version and OS platform most platforms have automatic updates, so you'd need to be more specific.

The current version on Matrix is enhanced over Leia with new features on the client and from the server, but you can't install Matrix binary addons in Leia.

Where can I find updates or change log for the Nextpvr addon?  Is one posted somewhere?

Binary add-ons are distributed differently by the platform you use and there is no way to install them manually.

The changelog is provided as a text file with the addon and it is also on GitHub with the releases https://github.com/kodi-pvr/pvr.nextpvr/releases
