I would like to have the ability for the GBPVR recording service to turn OFF the external receivers when not in use. Then turn them on when it needs to record something from them.

You'd have to use Girder for this.

What does that mean? If I use the .exe channel changer and my directv control program, I can send codes to the receiver to turn it ON and OFF. I just need some method to get gbpvr to call this program with some options.

I assumed you were one of the builtin IR Blaster plugins. With the .exe channel changer, your executable can do whatever it wants, including turning the receiver on or off etc - but...this logic must be contained in the exe, GB-PVR can only be configured to pass a fixed command line + variable channel number.

If you need smarter logic, then you can use girder to roll your own.

How can I tell that gbpvr is no longer using the external receiver? I can use the command line to turn on the receiver (if not already on) when changing channels.

Honestly, save yourself the hassle and just leave you receivers switched on.

Some receivers have discrete codes for on/off. For these devices you can send the 'on' before each channel change. Otherwise I wouldnt bother, as you can never really be confident about the power state of the receiver, and you'll end up missing recordings.
