only interrupt recording service on config changes that require it

Hi Sub,

I think a great change would be to update the config app to only restart the recording service when needed. A lot of the options in the config utility do not (to my knowledge) require a restart of the recording service but do anyhow. In example, it gets a little difficult to change from the secondary monitor to primary monitor if you are recording.

I used to do this, but it became too much of a hassle. I wont be changing it back.
