GBPVRPublic not in program files?

Ok, I feel really stupid asking this, but where do I get the GBPVRPublic dll? The tutorial says that it should exist, and the wiki doesnt seem to have it anywhere.

I installed 98 from the start, was this in a previous verision but not the latest download? Did I miss something?

It's in c:\program files\devnz\gbpvr. The application wont run without it.
