Simple Panel

Greetings

I have an idea for a simple panel displaying the contents of a flat file. So I started looking in the wiki development section but haven't figured it out enough.

To simply display the contents of a flat file would I have to build a plugin (do programming) or can I somehow just build a panel through some skinning ?

You'd need to create a plugin to do this. More specifically you'd need to create a DLL contain a class that implements the IInfoPanel interface.
