Reassign default keys?

Is it possible to change the assignment of the keyboard keys? For isntance change what the left and right arrows do?

Its is possible to change some keys, but not the basic keys like up/down/left/right/ok/escape/home.

Do I make changes under KeyMappings directory?

Can I also reassign the mouse buttons? I would like to unassign the mouse scroll as i keep hitting it and changing the channel by accident

In general, no. You can stop the right button behaviour by setting <BackOnRightMouseButton>false</BackOnRightMouseButton> in config.xml

Sorry - no, this is not configureable.
