Please define "green blotches."

I have a 2400pro with XP. The only codecs/filters for video I installed on the latest fresh Windows install is CCCP. I play x264 stuff all the time. I don't recall if it had the problem with x264/h264, but I did get green or black screens on HD mpeg2 (but I don't think ever on non-HD mpeg2) when mpeg2 hardware acceleration was turned off on the card in the registry.

Thing is, mpeg2 hardware acceleration is turned off by default on the 2400 pro. I didn't touch any registry settings on the current install, so my mpeg2 acceleration should still be disabled. I think I only ever had the black/green screen problem in PowerDVD, and in GBPVR using certain video decoders. I use MPV video decoder now and as far as I recall I've never had any problems with it.
I bet Michael Bay uses GBPVR because it's awesome:

In the PDVD 7 config and there was a check box under the video tab that said "use Hardware Acceleration (ATI Avivo). I disabled it and retried but same result Sad

I guess I am being easy on it when I say green blotches. Avtually it is a blank screen with random green flashes that are pretty much full screen.
