What is Pre/Post padding? Because I thought it was a way to make it start recording and run longer then what was programmed into the guide... say you wanted to make sure you recorded a whole football game so you would add post padding of 60 minutes to make it record over the alloted time on the guide... am I wrong?

That's basically what it should do. Example...

Guide timings for a programme 9:00 - 10:00. With a pre-padding of 5 minutes and a post-padding of 10 minutes...

GB-PVR will start recording at 8:55 and stop at 10:10.

Thats weird because every time I've used it, its done nothing... I've added 90 minutes to a 3.5 hour game which means I should get a 5 hour recording but all I get is the 3.5, and for the most part I wouldn't care about a couple of minutes but this is getting to the point I wind up missing all the important (stuff) at the end of the game.

Padding is always considered "nice to have if possible, but optional" - so if you have a another recording scheduled on the same tuner, then it'd take priority over recording any padding.

Ok that makes since, I'm almost sure that is happening... is there a way for me to change that?

You cant change that padding is optional, but you can manually schedule a recording using the 'manual rec' button in the Recording screen (which allows you to specify the channel and start/stop time of a recording), or add an extra capture device to your machine so you can record more than one thing at a time.

Well I already have two PVR-150s so I guess I will have to remember to just use Manually Record.

Sometimes, even with two capture sources, two back to back recording are scheduled for the same capture source.

You may want to check a couple of settings in the config.xml...

<PreferAlternatingCaptureSources>false</PreferAlternatingCaptureSources>
<TryToHonourPaddingIfPossible>true</TryToHonourPaddingIfPossible>

You will probably want to set the first one to true if that's what you prefer, and keep the second at true two.

As sub pointed out, this does not guarantee the padding, but it makes it more likely it will happen
