No (or black) background

Is there a way for a plugin to disable/enable ScreenBackGround and ScreenBackGroundMask - I want my plugin to display stuff on a completely black screen.

No, not really. You'd have to supply your own black background to sit over the default background. (ie include it in the list returned by GetRenderList())

So actcms would have to override the background from baseskin.xml in his skin file?

No, he'd have to return a black bitmap which is set to fill the screen as the first item in his render list.
