What kind of tv are you wishing to watch, cable? Satelite? terrestial?

You probably could get it running on a low spec machine but it would depend on what kind of playback and the resolution of the screen you are going to run on.

The better option would be the second computer that you mention but without more detail as to what you will watch it is hard to give a definitive recommendation.

I've used hauppauge cards (PVR-150 and HVR-1600), and have been pleased with both. I purchased the PVR-150 off Amazon and the HVR-1600 from Fry's on sale.

You will probably have better luck with the 3ghz machine, although, I have a client that is a 1gh compaq that runs fine.

In order to have smooth video playback, you should probably invest in a decent video card. I've been using NVIDIA based cards (7600 or better), but some folks swear by ATI as well.
