Is there any relevent messages in the Windows Event Viewer?

What files do you have in c:\program files\devnz\gbpvr\web\bin?

Have lots of files in that directory, what specifically are you looking for?

A directory listing would be nice, so I can see the times etc of the files that are there.

Also check the Windows Event Viewer.

Thats the wrong directory. Can you post the directory listing of c:\program files\devnz\gbpvr\web\bin?

Sorry, I dont know what is happening. It looks like you've got all the required files, and unfortunately there is no Windows Event viewer messages to give more clues.
