You probably lack an AC3 decoder that works with 3rd-party apps. (Microsoft's decoder doesn't.) Suitable decoders that are free include AC3Filter (which I use) and LAV. XBMC includes decoders.

Just curious, did you try increasing your <ScanCollectionMS> setting and did it help with channel 7?
