When I try to set up the NextPVR PVR client in Kodi 15.0 and i back out of it, it won't keep the server address of 127.0.0.1 even after hitting done. I am trying to record using the NEXTPVR client. Any suggestions? I am using an android tablet is that makes a difference.

Do you have NextPVR setup and running on your PC? You need to do this before you attempt to setup the NextPVR addon in Kodi.

If you're running on an Android tablet, it definitely wont be 127.0.0.1, since that means "localhost", and you definitely don't have the NextPVR setup and running on your tablet (it's a Windows applications, so will be running on a PC elsewhere on your network).

Did you find Settings --> Devices, click on IPTV Device, click Add button?

I am told that there are no rules governing the "broadcast" of IPTV channels and some channels will not work with NextPVR.

Realistically, NextPVR is probably only going to be any use to you if you're using a TV tuner.

It does have support for some types of IPTV channels, but not general "I don't have a tv tuner and just want to watch tv from the internet" types of IPTV channels.

"IPTV" is a very loose term which covers a whole of different possible technologies. NextPVR supports transport stream based IPTV channels (MPEG2 or H.264) delivered over UDP or HTTP. This type of channels are multicast on some cable network to their subscribers (ie, local to their cable network, not across the internet).

You could try mvallevand's WEB_Radio plugin which also supports some internet tv-channels.
