Hello,

I have 3 x RTL2382U based USB tuners running on Server 2012 R2 however I am not able to tune FM. I had a hell of a time finding drivers and getting this thing working in the first place, does anyone have any suggestions?

rtl2832u has fm (and dab/dab+), but they are not useable in NextPVR (and all other HTPC software), because they are not standard.
You will not find directshow filters like dvb-t has.
Realtek has made an sdk and several dlls (proprietary) that software developers have to use.
Speaking with a Mediaportal tvserver developer, seems that porting these dlls to directshow (to make standard directshow filters) is really not trivial (in fact nobody has made that until now).
So you will have to "stick" with software that comes with the "stick".
IMHO it's like these dongles doesn't have radio capabilities, without a standard interface.

There are rtl-sdr streamers for the RPi. You can play them in Kodi on the RPi and if you need them in in NextPVR the url's should be playable in WebRadio. In 2016 I plan on playing a lot more on my RPis when I have more time and a fully functional NextPVR setup again.

If I remember correctly, rtl-fm-streamer needs sdr drivers in linux too.
That is, you can't use dvb-t and fm at once, but have to switch between normal and sdr drivers.
So, if you want fm, you lose dvb-t.
At least in windows you can use d.radio and Arcsoft Totalmedia (if they come with your dongle) without switching drivers, but you lose fm net streaming.
Sometimes I really think that all these things are not a coincidence, but made exactly to force us, poor users, to buy a $50 or $60 dongle that does exactly the same as a $8 one.
