Need info'. Not sure if off topic but here goes, Have DCR-2650 cable card tuner with adapter, Windows 10. Using NPVR scan picks up all channels, but mostly black screen. Card software has Web Interface, scanning there reveals about 90% of channels have DRM flags. Cox doesn't have a clue. They went all digital recently, that is when trouble began. Is there any solution or is this strictly a provider problem. Thanks for any help

Just wanted to add this; the channels should be available in WMC, if you want to prove your tuner is working.
(but I guess you don't have WMC with WIN10)

I guess what I would really like to know is WHO is responsible for making paid for channels viewable, in this case, I would think Cox. Ideas ??

The cableco sets the flag that mark the channel as "copy freely", "copy once" or "copy never". Only "copy freely" are viewable by NPVR. Different cableco have different policies on this. Many flag only the premium channels (HBO, etc) but some seem to mark everything. I believe there are no regulations about this, they are free to do what they want. Perhaps you can pursue higher up the chain at Cox. Others have had success getting this "fixed" but I don't recall if any were with Cox.
