First you need to go to the accessibility options and enable subtitles for the hearing impaired. http://kodi.wiki/view/Settings/Player/Accessibility.
Then Settings->Video->Language->Subtitles->Enable parsinng for closed captions (Expert Setting) After that you just need to toggle subtitles off and on.
