I don't know anything about the major time shifting changes in v18 but in 17.6 it is hit and miss

My personal experience is that the time shifting in v18 in much more consistent. It never works. '-)

I had the same problem on Kodi 16 but just changed the acceleration settings (as advised by you) but never had problem with 17 I have searched for Hardware Software Acceleration settings on 17 but can't find any.
