If a reinstall doesn't fix it, try temporarily renaming your config.xml to config.backup or something, so that it'll create a new one.

That didn't work either.
Going for the clean Windows install next.

Fortunately reinstalling windows worked. Unfortunately it doesn't really help solve the problem or figure out what was wrong.
Now I just need to figure out why that machine can't access my server, but thats a different forum.
