One nice thing about linux is that older versions stay supported (16 LTS has a few years left).  On x86-64 there is no specific reason to upgrade that I can think.  In any case that wasn't the problem here.

Ture but not well support as the current version there on now in tell 20.04 LTS that coming out next year with lot of improvement in kernel especially with hauppauge get direct kernel support
I never had much luck with 16 LTS as it more prone to issues with AMD GPU then 14 or 18 LTS

FYI (i have not re-installed with the deb above) the system still has something amiss. I set it up to do a single recording and got this error... looks like there is a mix of windows and unix path names in there somewhere.

[Failed: Access to the path '/opt/nextpvr/system/C:\Users\Public\Videos\/Dr. Phil/' is denied.]

if you believe this is resolved in the updated deb file i will re-install, else happy to help debug this issue too.

I think it relates to a partial install. There is a bit of hack to set the recording folder on install but if the install fails things can go screwy.

I would delete config.xml and let the install fix the recordings folder. Your database should be ok, but some customization might be required ie SD username/password.

It's a bit of a pain until the NPVR.zip issue is resolved, so it might be easier just to blow away /var/opt/nextpvr and rerun the installer.

No worries I was planning to reinstall OS from scratch anyway for a different reason. Used the deb in this thread + the zip files. All works now. Scheduled, recorded & watched both in browser and remotely via kodi all with no problems.
