Tv tunning

Hello
I am new user on this platform. I want to ask a question. Is NextPVR is a tv tunning software?. I want to use my pc as a tv too. I have installed tv tunning card in the pc but I have no software to tune the tv channels. How can I tune tv channels. 
Kindly guide me if this easy for you to guide.
