Weather Time Zone Sync

Sorry if the answer is somewhere here. I have tried searching, honest!
Can the MSNBC weather forecast be synced to my time zone (NZ) to prevent the forecast starting with yesterday? I am using the standard plugin. I have also told my XP to apply my time zone settings to all user accounts. Didn't make any difference.

It just grabs most recent MSNBC weather forecast, but our NZ information is not typcially as current as many other (US based) locations.

It doesnt do anythiong with timezones.

I just think MSNBC is very slow. Weather channel was updated every 15 minutes or so, but I get up to a 2 hour lag with msnbc.

I'm in the midwest and get the 2 hour lag also.
