Closed captions and mute by default

I have recently lost my hearing and I'm wondering if there is a way to set closed captions on and sound off by default. Or should I post to wishlist?

Sorry for the late reply. I just noticed I have not been getting email notifications for replies even though I have it configured. This has happened before.
