I'm trying to access my server from my pixel phone over cellular data but can't connect. I hopefully changed the pin but there is no save button so I'm not sure.

I can't see any evidence of connection arriving at the NextPVR server from the internet.

Can you see the webpage remotely using your browser? If not, then it's likely you haven't configured your router for port forwarding etc, or one these environmental type steps required to make remote access possible.

I don't know how to access the server over the internet from my browser. I can access it from my home network with the android app and from a browser on the server.

Your Internet router will almost certainly have a built in firewall  that blocks incoming connections unless you configure it to allow them.
This would prevent remote connection to the NPVR server from either the app or a browser.

You connect to the server from a browser by inputting your Internet IP address on the address line followed by the port number.
e.g. http:\\xxx.xxx.xxx.xxx:8866 where the x's represent the actual numbers of your IP address.

This will only work if you firewall is configured to forward incoming requests on port 8866 to your NPVR server. This is called Port Forwarding.

Port forwarding was the problem, I forgot to switch it to the new server form my old server, thanks.
