Can you give me a couple of examples of where it seems to run the wrong blaster? ie, what channel number are you trying to watch in the guide

So you have a channel called "TV ONE". There is four copies of it in the database. They're all set to channel 271, so might be pretty confusing for you tell which one is which.

Here is what each one will use for tuning when requested:

Code:
<tuning>
  <type>IPTV</type>
  <m3u>http://192.168.1.25/npvr/channel.m3u</m3u>
  <xmltv></xmltv>
  <limit>32</limit>
  <guideID>nextpvr-7328</guideID>
  <locator>
    <source>http://192.168.1.25:8866/live?channel=271</source>
    <transcode>true</transcode>
  </locator>
</tuning>

Code:
<tuning>
  <type>HDPVR</type>
  <locator>
    <channel>271</channel>
    <input>3</input>
    <audio_input>3</audio_input>
    <blaster_executable>C:\Program Files (x86)\IR Server Suite\IRBlast.exe</blaster_executable>
    <blaster_args>-port Port_1 -channel lll{channel} -delay 500 -host localhost</blaster_args>
  </locator>
</tuning>

Code:
<tuning>
  <type>HDPVR</type>
  <locator>
    <channel>271</channel>
    <input>3</input>
    <audio_input>3</audio_input>
    <blaster_executable>C:\Program Files (x86)\IR Server Suite\IRBlast.exe</blaster_executable>
    <blaster_args>-port Port_2 -channel lll{channel} -delay 500 -host localhost</blaster_args>
  </locator>
</tuning>

Code:
<tuning>
  <type>HDPVR</type>
  <locator>
    <channel>271</channel>
    <input>3</input>
    <audio_input>3</audio_input>
    <blaster_executable>C:\USBUIRTSend_fios\USBUIRTSend.exe</blaster_executable>
    <blaster_args>C:\USBUIRTSend_fios\fios {channel}</blaster_args>
  </locator>
</tuning>

The other thing that may be confusing issues for you is that you have multiple of the same device. You're at the mercy of operating system not changing the order of those devices. Usually the order would stay the same, but if you ever disconnect and reconnect them, it's likely the they're going to change order. ie, the HDPVR that was device #1 may become device #3 etc.

I suspect this is what has happened.

Honestly, I don't think there are 3 different PCIe HDMI capture devices. The Hauppauge Colossus 2 is the only one I'm aware of.

For a similar setup though, you could use HDMI network encoders though (with either networked IR blasters, or just leave them connected to your PC). These wouldn't have an issue with device numbers swapping.
