You can fairly reliably check for the presence of a given version of DotNET by looking for the HKLM\Software\Microsoft\NET Framework Setup\NDP\vX key (where X is the version to detect). Despite being a 32bit app, Microsoft don't abide by their own rules (shocker!) and put it in the native key regardless of what architecture the running OS is. (So HKLM\Software even if HKLM\Wow6432Node exists). The DotNET installer itself can just be run with the /q /norestart switches to do a silent install.
