Also, from the quote above it is unclear if you have an LCD monitor...? If so, you may want to try deinterlacing (if possible with your card / decoder) and seeing if that improves. LCDs don't interlace or scan like CRTs do.

Nope , not lcd. . i have a big bulky crt flat panel i believe. Which ran me about 250dollars a few years back.
