If I open Live TV on a channel that stutters, change the channel, then change the channel back, Live TV usually runs smoothly. Channel changes are taking anywhere from 30 seconds to 2 minutes

I uninstalled SAF and LAV (I installed LAV outside of SAF) then installed SAF 6.12 with all the options. In NPVR, I am using ffdshow for all the decoders. So far so good

So let me get this straight. Install SAF 6.12 and use ffdshow for all your decoders?
