You have figured it out correctly. NPVR does not and likely never will support sub-channel numbering; it's a North America-only thing, and would be a bunch of extra work for sub to support just for us when the much simpler solution is just to use integer channel numbers. I doubt I'd use x.y channel numbers even if I could.
