No worries, I actually wasn't meaning you, I was hoping that some of the many users that have reported this problem could join NYPlayer in reporting it is fixed. He's reported he's primarily a pvr.wmc user and since I can't bring myself to use the RPi much I am not the best tester either.

In your case I certainly wouldn't want to learn Kodi on the RPi either. First configure it on Windows PC and then learn how to install OpenElec on an SD card, and finally if you you have problem try my patch.

I watched LIVETV last night and most of this morning and not one incident of a lost tuner ... on my RPI. I did heavy channel changing ETC... So I have shutdown ServerWMC and using NEXPVR exclusively now.
NEXTPVR Server Acer AM3910-UR10P Intel Core i3-540 3.06GHz Desktop, Windows 8.1 Pro. 64bit, 2 HdHomerun units(OTA Tuners) , 1 HD Homerun Prime , for a total of 7 HD Tuners , LinkSYS 16 port Gigabyte Switch.

Preliminary results:
I've built a new disk, substituted your SYSTEM and was successful in watching LiveTV with the NextPVR plugin. I have not been able to do this for quite awhile....

I do see errors in the log on startup:

Even with these errors, channel list is fine, EPG is fine, Recordings list is fine...

Overall performance seems good, SD channels play perfectly, HD channels have lag between video and audio, but I blame that on my network connection using home-plug to the TV connection.

I'll discount

Since I've since it on many pvr backends.

If those errors all happen on startup I'd guess it is because it can't reach nirvana. Maybe adjust your yin and yang and configure the addon with the IP address.

Did a little more research on this and have noticed the following...

Focusing on the recurring.list call... The following request to the PVR server (from kodi.log):

follows a pattern and repeats 17 times in ~20 second intervals, followed by a single recurring.list&filter=pending call (these are roughly 5 minutes 30 seconds apart).

This pattern repeats consistently from boot-time.

What if you try a different sid with wget ie sid=javawiz

Looking in the NPVR web.log, I see the npvr server getting hit with these requests about every 11 seconds over and over. Is this expected?

For your wget call what if you add quotes around the entire url?

I didn't make any changes to the code that gets the recording list in the SYSTEM I posted. The might have been blocked calls that got freed?
