I have the correct password - as have tried changing the password.
I'm not sure why that would be - something windowsy.

To test that theory though, you could try stopping the recording service, then from the command line run "nrecord.exe RUN", so that the recording service is definitely running in the same session as your desktop, then see if LEDsdriver works as intended when recording.

It does seem to be something windowsy - I feel like I'm bordering on the definition of insanity (doing the same thing each time and expecting different results).

Running from the command line as you've suggested does enable nrecord to run within the same desktop session. This then runs parallelprocessing within the same desktop environment and triggers the change in LEDSdriver. So it all works as expected.

Now I need to figure out why I am getting the error when trying to run the service as local user. All other forums I've read which discuss this error advise of incorrect password - which is not the case as I have changed password. I have tried to ensure administrator permissions and still get the cannot logon error.

The unfortunate thing is that I am at a point where I cannot see that I can get NPVR Recording Service to run within the local user environment.

I have managed to get this to work - posting so that anyone else who has the issue hopefully this can help.
It was a windowsy thing.
You have to give the services right to the local account.
Done by:
1. Open Local Security Policy.
2. In the console tree, double-click Local Policies, and then click User Rights Assignments.
3. In the details pane, double-click Log on as a service.
4. Click Add User or Group, and then add the appropriate account to the list of accounts that possess the Log on as a service right.

Thanks sub & Graham for your help and guidance.
