As an experiment I went out and brought a TV signal booster for my freeview Ariel, now when I scan on my DVBT card I consistently get 135 channels when I scan with Sandy Heath (July 17 2018) and 104 channels if I scan with Sandy Heath (Feb 12 2020). Interestingly I get only 104 if I use the 'United Kingdom / All regions -after 700mhz clearance(2020)' The latter two are missing channels such as Quest and a few others that appear with the older Sandy Heath. When I go to the web guide I can stream most major channels but on some, such as QUEST, Pick, Yesterday, Really I get the error "streaming failed (transcoder exited)" These channels show "Receiving data" with a steady increase in the number before the error. Is this just an error in the trans coding to the web browser or is it likely to be my signal quality still? I also don't appear to be getting my schedule direct guide listings added. I have put my SD username and password and added a SD channel lineup (GBR -1007509-DEFAULT) that appears with DVB/ATSC EPG under EPG Sources but when I update the EPG it seems to only be scanning ATSC frequencies as I only see it go through that and in the guide I only have 7 days worth of listings.

Are you on Windows? If you run nextpvr.exe, are you able to view those channels?

Try going to Setting->Channels->AdvancedTool->AutoMap, and use that to try remapping your channels to use SD.

Upload the entire zip from the Settings->Log Files button.
From the look of that first error I don't think v4 is stopped or you are also running the v5 service. Martin

Your right, had not stopped V4 service properly, used the proper stop service shortcut and now V5 server opens without error. Download and install the LAV decoder and set them up for your video and audio decoders (mpeg, aac, ac3 h264) and see if that helps.

I've tried to install the LAV decoders before from here: https://github.com/Nevcairiel/LAVFilters/releases
but after running the install bat file they dont show up in the list for NextPVR. I'm currently using the Microsoft DTV/DVD ones that I use in V4 without issue. I also have installed ffdshow, ArcSoft, MainConcept Mpeg-2 and ArcSoft Realtime Mplex filter

You probably installed the 64 bit version, NextPVR is 32 bit.
