AMD64 based Docker Image with Python3

Just FYI, I've updated this image to Python 3.8.5. In addition, there is a new tagged option to run a version that has just Python3 and allows you to install modules separate from the Docker container for more flexibility.

Both stable and pub tags have been updated to NextPVR v5.0.8.200823.

Just an FYI that as of the image with NextPVR v5.1.4.210802 (which I just pushed), the image now uses Python 3.9.6. If you are using the pub tag, you will need to reinstall any Python modules you installed, as Python 3.9.x has a different site package path than 3.8.x.
